Anyone can generate the genesis block once the BTC block is mined using the genesis initialization script. The HNS genesis block is treated as locked in once there have been six BTC confirmations (and the HNS genesis will not change even in the event of a large BTC reorg). It is expected that Handshake mining will begin immediately once BTC block 615817 is mined, however, the genesis block will only be treated as valid after six confirmations. In the event of a reorg with 1 to 5 BTC block confirmations, the first to reach and propagate six confirmations will prevail. This method ensures fairness across the Handshake network, as no party has foreknowledge of the HNS genesis block within reasonable doubt.
